It also ensures the protection of social welfare policies and help forge a society that values both rights and responsibilities.

Stateless individuals (such as stateless persons or undocumented immigrants) are often excluded from the civil rights system due to policies or historical reasons, which causes wasted social resources and accumulated conflicts.
